Ministerie van Justitie presenteert plan om het correctionele systeem van Aruba te verbeteren
Tijdens een openbare bijeenkomst in het Parlement op maandagochtend heeft de Minister van Justitie mr. drs. Arthur Dowers een plan gepresenteerd om een nieuwe correctionele faciliteit te ontwikkelen, met als doel de detentieomstandigheden te verbeteren en het correctionele systeem van het land te moderniseren.
Het plan is gebaseerd op een technische studie uitgevoerd door het United Nations Office for Project Services (UNOPS), waarin verschillende institutionele en operationele knelpunten binnen de huidige faciliteit van het Korrektie Instituut Aruba (KIA) zijn geïdentificeerd. De studie geeft aan dat een nieuwe correctionele faciliteit, gebouwd volgens moderne standaarden, zowel de kwaliteit van detentie kan verbeteren als de operationele kosten (OPEX) per gedetineerde met gemiddeld 18% per jaar kan verlagen.
Uit de analyse blijkt dat, hoewel KIA operationeel blijft, de bestaande infrastructuur beperkingen vertoont die de implementatie van moderne praktijken voor gevangenisbeheer bemoeilijken. Deze beperkingen hebben invloed op de classificatie van gedetineerden, de uitvoering van rehabilitatieprogramma’s en het efficiënte beheer van diensten en middelen.
“Wij bespreken de bouw van een nieuwe correctionele faciliteit al decennialang. In het verleden heb ik als Minister van Justitie gediend en nu ik na acht jaar ben teruggekeerd, staan wij nog steeds op hetzelfde punt. Het is tijd om verder te gaan dan discussies en concrete stappen te zetten richting de bouw van een nieuwe correctionele faciliteit,” benadrukte Minister van Justitie Arthur Dowers tijdens een presentatie voor stakeholders later die ochtend.
De voorgestelde faciliteit zal worden ontworpen als een regionaal voorbeeld voor progressief correctioneel ontwerp en beheer. Het concept houdt rekening met de specifieke behoeften van verschillende groepen binnen onze bevolking, waaronder personen in voorlopige hechtenis, vrouwen, jongvolwassenen en personen met verslavings- of mentale gezondheidsproblemen, evenals andere kwetsbare groepen.
Door deze behoeften te integreren via verbeterde infrastructuur en gespecialiseerde programma’s, heeft het plan tot doel betekenisvollere trajecten voor rehabilitatie en sociale re-integratie te creëren, terwijl tegelijkertijd veiligere en meer humane detentieomstandigheden worden gewaarborgd.
De regering van Aruba beoordeelt momenteel de aanbevelingen en zal de volgende stappen evalueren die nodig zijn om het plan verder te brengen, waaronder de juridische, institutionele, budgettaire en technische regelingen die nodig zijn voor de mogelijke ontwikkeling van een nieuwe correctionele faciliteit. Als onderdeel van dit proces zal de Minister van Justitie blijven overleggen met relevante stakeholders om het meest geschikte en efficiënte model voor een nieuwe correctionele faciliteit te helpen bepalen, dat aansluit bij de huidige en toekomstige behoeften van Aruba.
Ministry of Justice unveils proposal to improve Aruba’s correctional system
During a public session in Parliament on Monday morning, the Ministry of Justice of Aruba presented a proposal to develop a new correctional facility aimed at improving detention conditions and modernizing the country’s correctional system.
The proposal is based on a technical study conducted by the United Nations Office for Project Services (UNOPS), which identified key institutional and operational challenges within the current Korrectie Instituut Aruba (KIA) facility. The study indicates that a new correctional facility built to modern standards could both enhance detention quality and reduce operational expenditures (OPEX) per inmate by an estimated 18% per year.
The analysis found that although KIA remains operational, its existing infrastructure presents limitations that hinder the implementation of modern prison management practices. These constraints affect the classification of inmates, the implementation of rehabilitation programs, and the efficient management of services and resources.
“We have discussed the construction of a new correctional facility for decades. Having previously served as Minister and now returning after eight years, I find that we remain at the same point. It is time to move beyond discussion and take concrete steps toward the construction of a new correctional facility,” Minister of Justice Arthur Dowers emphasized during a presentation for stakeholders later that morning.
The proposed facility would be designed as a regional benchmark for progressive correctional design and management. The concept takes into account the specific needs of diverse population groups, including individuals in pre-trial detention, women, young adults, and persons with addiction or mental health needs, as well as other vulnerable groups.
By addressing these needs through improved infrastructure and specialized programs, the proposal aims to create more meaningful pathways for rehabilitation and social reintegration while ensuring safer and more humane detention conditions.
The Government of Aruba is currently reviewing the recommendations and will assess the next steps required to advance the proposal, including the legal, institutional, budgetary, and technical arrangements needed for the potential development of a new correctional facility. As part of this process, the Minister of Justice will continue to engage with relevant stakeholders to help define the most appropriate and efficient model for a new correctional facility that responds to Aruba’s current and future needs.
