De rijksministerraad heeft besloten om Aruba geen aanwijzing te geven voor 2022. Onverwachtse meevallers zorgen dat het tekort op 112, 7 miljoen Arubaanse Florin (AWG) , ofwel 53 miljoen euro uitkomt. Daarmee blijft het onder de afgesproken AWG 131 miljoen en is een aanwijzing dit jaar niet nodig.
De meevallers van Aruba zijn na het advies van het College Aruba Financieel Toezicht (CAft) naar voren gekomen; dat adviseerde de Rijksministerraad op 13 juli om het land een aanwijzing te geven omdat de regering van Aruba de begroting niet op orde had. Het CAft zag ook geen stappen om de uitgaven en inkomsten meer met elkaar in evenwicht te brengen. Ook doet het land volgens het CAft te weinig om het huishoudboekje voor de lange termijn kloppend te krijgen.
“Het is fijn dat de regering van Aruba op de valreep een aantal meevallers heeft gehad waardoor het tekort op de begroting voor dit jaar onder de afgesproken grens blijft”, stelt staatssecretaris Alexandra van Huffelen van Koninkrijksrelaties. “Daarmee is voor 2022 een aanwijzing voorkomen.”
Maar de zorgen voor de toekomst van het land en de Arubanen zijn zeker niet weg bij de staatssecretaris en het Nederlandse kabinet. “We zien dat Aruba enorme schulden blijft houden, meer dan 90 procent van het Bruto Binnenlands Product. Dat zou de helft minder moeten zijn. Nu gaat er bijna 19 procent van de begroting op aan het betalen van rente. Dat geld kun je niet uitgeven aan onderwijs, aan gezondheidszorg of aan armoedebestrijding, allemaal dingen die voor de mensen daar zo ontzettend belangrijk zijn.”
Eerder is in de Rijksministerraad afgesproken dat het land zich volgend jaar weer aan reguliere begrotingsregels gaat houden. Die stellen dat Aruba een overschot van 1 procent van het Bruto Binnenlands Product moet hebben. Aruba kan in 2023 geen beroep meer doen op de noodleningen uit de coronatijd, de zogeheten liquiditeitssteun. “Om een land te kunnen opbouwen, en vertrouwen van de financiële markten te houden, is het belangrijk om een begroting te hebben die klopt. Aruba zadelt met een schuld van nu 5,8 miljard AWG toekomstige generaties met een enorme rekening op. Daarom is het zo ontzettend belangrijk dat de begroting aan de afspraken voldoet en er geld is voor al die zaken die Arubanen voor hun land willen”, aldus de staatssecretaris.
De staatssecretaris heeft namens het kabinet een brief aan de regering van Aruba gestuurd naar aanleiding van het besluit in de Rijksministerraad. Daarin wordt ook het vervangen van de bestaande liquiditeitsleningen voor nieuwe leningen, de zogenoemde herfinanciering, genoemd. Dat moet volgend jaar gebeuren. In de brief staat dat een sluitende begroting, gekoppeld aan een betrouwbare uitvoering en adequaat financieel toezicht door middel van de Rijkswet Aruba financieel toezicht , essentieel is om over die herfinanciering met elkaar in gesprek te kunnen gaan.

Kingdom Council of Ministers will not give Aruba an instruction
The Kingdom Council of Ministers has decided not to give Aruba an instruction for 2022. Unexpected windfalls bring the deficit to 112, 7 million Aruban Florin (AWG) , or €53 million. This keeps it below the agreed AWG 131 million and does not require an instruction this year.
Aruba’s windfall emerged following the advice of the College Aruba Financial Supervision (CAft), that advised the Kingdom Council of Ministers on the 13th of July, to give the country an instruction because the Aruba government did not have the budget in order. The CAft also saw no steps to bring expenditure and revenue more in balance. According to the CAft, the country is also not doing enough to get the household balance sheet right for the long term.
“It is nice that the government of Aruba has had a number of windfalls at the last minute, keeping this year’s budget deficit below the agreed limit,” states State Secretary Alexandra van Huffelen of Kingdom Relations. “This has prevented an instruction for 2022.”
But concerns for the future of the country and Arubans have certainly not decreased by the State Secretary and the Dutch cabinet. “We see that Aruba continue to maintain huge debts, more than 90 per cent of the Gross Domestic Product. That should be halved. Now almost 19 per cent of the budget goes towards paying interest. You can’t spend that money on education, health care or poverty alleviation; these are all things that are so incredibly important to the people there.”
Earlier, it was agreed in the Council of State Ministers that the country will return to regular budget rules next year. These state that Aruba must have a surplus of 1 per cent of Gross Domestic Product. Aruba can no longer rely on corona-period emergency loans, known as liquidity support, in 2023. “In order to build a country, and maintain confidence from the financial markets, it is important to have a budget that is right”. Aruba, with a debt of now AWG 5.8 billion, is saddling future generations with a huge bill. That is why it is so incredibly important that the budget is up to par and there is money for all those things Arubans want for their country,” the State Secretary said.
The State Secretary sent a letter on behalf of the Cabinet to the government of Aruba following the decision in the Council of State Ministers. This also mentions replacing the existing liquidity loans for new loans, known as refinancing. This should be done next year. The letter says that a balanced budget, coupled with reliable execution and adequate financial supervision through the national law Aruba Financial supervision (Rijkswet Aruba financieel toezicht (Raft), is essential to be able to enter into discussions about that refinancing.
